Customs Engineer

About this task

岗位职责：
1. 根据贸易条款开展进出口业务的海关申报与管理，确保货物顺利通关，处理报关、报检、订舱等事务。
2. 负责商品归类与税则管理，准确归类商品 HS 编码，核算关税、增值税及其他相关税费。
3. 审核与管理进出口单证，包括合同、发票、装箱单、原产地证、报关单等文件的合规性检查，确保准确、及时提交货代处理。
4. 跟进摩洛哥海关政策，确保进出口活动符合摩洛哥海关法规，降低稽查和处罚风险，维护属地海关及货代关系。
5. 协调内外部资源，与海关、货代公司及公司内部采购、PMC、财务等部门保持沟通。
6. 维护 SAP 关务模块数据，完成进园区系统登记、进出口数据统计、台账管理，并按时提交相关报表与年审资料。
7. 管理进出口相关费用，选用合理的进出口管理政策，确保费用合规并推动降本增效。
8. 持续优化关务流程，提出通关效率和成本控制优化建议，确保属地关务工作符合集团关务合规要求。

任职资格：
1. 本科及以上学历，国际贸易、物流管理、海关管理等相关专业。
2. 五年以上制造业进出口业务或关务工作经验，有海外工作经验优先。
3. 熟悉中国及非洲海关条例、国际商品归类规则、进出口限制规定。
4. 必须拥有关务水平证书；持报关员证、归类师证者优先。
5. 熟悉法语。

薪资：25-30k·14薪。
工作地点：摩洛哥丹吉尔科技城。

Responsibilities:
1. Handle customs declaration and management for import and export operations according to different trade terms, ensure smooth customs clearance, and manage customs declaration, inspection declaration, booking and related matters.
2. Be responsible for commodity classification and tariff management, accurately classify HS codes, and calculate customs duties, VAT and other related taxes and fees.
3. Review and manage import and export documents, including compliance checks of contracts, invoices, packing lists, certificates of origin, customs declaration forms and other documents, ensuring accurate and timely submission to freight forwarders.
4. Follow Morocco customs policies, ensure import and export activities comply with Moroccan customs regulations, reduce inspection and penalty risks, and maintain relationships with local customs authorities and freight forwarders.
5. Coordinate internal and external resources and communicate effectively with customs authorities, freight forwarders, procurement, PMC, finance and other internal departments.
6. Maintain SAP customs module data, complete registration in the industrial park system, compile import and export data, manage ledgers, and submit relevant reports and annual review materials on time.
7. Manage import and export related costs, apply appropriate import and export management policies, ensure cost compliance, and support cost reduction and efficiency improvement.
8. Continuously optimize customs processes, propose improvements for customs clearance efficiency and cost control, and ensure local customs work meets group customs compliance requirements.

Qualifications:
1. Bachelor’s degree or above in international trade, logistics management, customs management or related fields.
2. More than five years of experience in manufacturing import/export operations or customs affairs; overseas work experience is preferred.
3. Familiar with Chinese and African customs regulations, international commodity classification rules, and import/export restrictions.
4. Customs proficiency certificate is required; customs broker certificate or classification specialist certificate is preferred.
5. Familiar with French.

Salary: 25-30k · 14 months.
