岗位地点:俄罗斯鄂木斯克市,线下全职,需长期在俄罗斯工作。
岗位职责:
1. 作为中俄合资大型制造工厂的人力资源负责人,参与公司战略规划及重大经营管理决策;
2. 根据总部要求,制定合资公司人力资源战略、组织架构、人员编制及年度用工计划;
3. 结合俄罗斯法律、人才市场和文化特点,推动管理体系在俄罗斯本土化落地;
4. 主导俄罗斯本土核心管理团队、技术骨干及生产团队的招聘、配置与人才梯队建设;
5. 建立并完善薪酬福利、绩效考核、干部管理、培训发展及员工关系体系;
6. 统筹人工成本预算和组织效能管理,确保人员配置与项目建设及生产经营目标相匹配;
7. 推动中俄团队的文化融合、职责衔接和高效协作;
8. 全面负责俄罗斯劳动用工合规、重大劳动争议及人力资源风险管理;
9. 定期向合资公司管理层及总部汇报组织、人才、成本及劳动风险情况。
任职要求:
1. 本科及以上学历,5年以上人力资源管理经验,其中3年以上人力资源经理或同等级别岗位经验;
2. 具备大型制造业工厂筹建、组织搭建或人力资源体系从0到1建设经验;
3. 熟悉俄罗斯劳动法、人才市场及本土人力资源管理实务;
4. 具备组织设计、高管选聘、薪酬绩效、干部管理和劳动风险控制的综合能力;
5. 能够从公司经营和组织发展的高度开展工作,而非局限于事务性管理;
6. 俄语可作为工作语言,并具备良好的中文沟通和总部汇报能力;
7. 有中俄合资企业、海外制造基地或轮胎、汽车、机械、化工、矿业等行业经验者优先;
8. 能够适应大型海外项目筹建阶段的工作强度和挑战;
9. 具备较强的战略理解、复杂问题处理、跨部门推动及重大事项决策能力。
优先条件:
1. 具有中俄合资企业或中国企业在俄罗斯机构的人力资源负责人经历;
2. 曾参与大型制造基地筹建、投产或千人规模团队建设;
3. 具备俄罗斯本土管理团队和中方外派团队的综合管理经验;

Work location: Omsk, Russia. On-site full-time role requiring long-term work in Russia.
Responsibilities:
1. Serve as the HR leader for a large Sino-Russian joint-venture manufacturing plant and participate in strategic planning and major business management decisions;
2. Develop the joint venture's HR strategy, organizational structure, headcount plan, and annual workforce plan according to headquarters requirements;
3. Localize management systems in Russia based on Russian laws, the talent market, and cultural characteristics;
4. Lead recruitment, staffing, and talent pipeline development for local Russian core management, technical experts, and production teams;
5. Build and improve systems for compensation and benefits, performance management, cadre management, training and development, and employee relations;
6. Manage labor cost budgets and organizational effectiveness to ensure staffing aligns with project construction and production operation goals;
7. Promote cultural integration, responsibility alignment, and efficient collaboration between Chinese and Russian teams;
8. Take full responsibility for Russian labor compliance, major labor disputes, and HR risk management;
9. Regularly report organizational, talent, cost, and labor risk matters to the joint venture management team and headquarters.
Requirements:
1. Bachelor's degree or above, with at least 5 years of HR management experience, including at least 3 years as an HR manager or equivalent;
2. Experience in the setup of large manufacturing plants, organizational build-out, or building an HR system from scratch;
3. Familiarity with Russian labor law, the talent market, and local HR practices;
4. Strong capabilities in organization design, executive hiring, compensation and performance, cadre management, and labor risk control;
5. Able to work from the perspective of business operations and organizational development rather than only transactional HR management;
6. Russian can be used as a working language, with strong Chinese communication and headquarters reporting skills;
7. Experience in Sino-Russian joint ventures, overseas manufacturing bases, or industries such as tires, automotive, machinery, chemicals, or mining is preferred;
8. Able to adapt to the intensity and challenges of the construction stage of a large overseas project;
9. Strong strategic understanding, complex problem solving, cross-functional coordination, and major decision-making capabilities.
Preferred qualifications:
1. Experience as an HR leader in a Sino-Russian joint venture or a Chinese company's Russian organization;
2. Participation in the setup or launch of a large manufacturing base or the building of a thousand-person team;
3. Experience managing both local Russian management teams and Chinese expatriate teams;
4. Access to government relations, university partnerships, and local senior talent recruitment channels;
5. Experience in overseas subsidiary governance, organizational change, or cross-cultural integration.
