About this task

工作职责：
1. 全面负责炼油厂施工项目的计划、组织、实施及交付，确保项目按期、保质、安全完成。
2. 协调业主、分包商、设计院及当地政府机构，解决项目重大问题。
3. 管理项目预算、成本控制及风险规避，确保项目盈利。
4. 监督项目团队（施工、质量、安全等）工作，落实公司管理制度。
5. 负责项目进度报告、竣工验收及结算。

任职资格：
1. 大专及以上学历，工程管理、石油化工、机械、土木工程等相关专业优先；工作地点俄罗斯，对俄语无要求。
2. 8年以上石油化工项目经验，有炼油厂EPC项目经验和俄罗斯或独联体国家项目经理经验优先。
3. 精通项目管理方法，持有一级建造师（机电/石油化工类）证书者优先。
4. 领导力强，抗压能力突出，擅长跨文化沟通。

Job Responsibilities:
1. Take full responsibility for the planning, organization, implementation, and delivery of refinery construction projects, ensuring completion on schedule, with quality, and safely.
2. Coordinate with owners, subcontractors, design institutes, and local government agencies to resolve major project issues.
3. Manage project budgets, cost control, and risk mitigation to ensure project profitability.
4. Supervise the work of the project team, including construction, quality, and safety, and implement company management systems.
5. Be responsible for project progress reports, completion acceptance, and settlement.

Qualifications:
1. College degree or above; majors in engineering management, petrochemical engineering, mechanical engineering, civil engineering, or related fields are preferred. The work location is Russia, and Russian language ability is not required.
2. More than 8 years of petrochemical project experience; experience in refinery EPC projects and project management experience in Russia or CIS countries is preferred.
3. Proficient in project management methods; holders of a First-Class Constructor certificate in mechanical/electrical or petrochemical fields are preferred.
4. Strong leadership, outstanding ability to work under pressure, and good cross-cultural communication skills.
