Responsibilities
1. Take full responsibility for the planning, design, and construction delivery of the One-Stop Border Post (OSBP) project.
2. Coordinate with customs, immigration, border inspection, quarantine, and other government authorities.
3. Advance the construction of border-port inspection areas, office areas, and supporting facilities.
4. Organize the development of port information systems and smart-border infrastructure.
5. Establish cross-departmental coordination mechanisms to improve border clearance efficiency.
6. Manage project investment, schedule, and quality.
7. Oversee the full design, procurement, and construction process.
8. Communicate and coordinate with international organizations and relevant government institutions.
Requirements
1. Bachelor's degree or above in civil engineering, transportation engineering, construction engineering, public administration, or a related discipline.
2. At least eight years of experience managing large infrastructure projects. Experience with OSBP or international border-port projects is required; experience with Belt and Road logistics park projects is preferred.
3. Experience with border ports, airports, customs-controlled zones, or major public infrastructure projects; dry port construction experience is preferred.
4. Familiarity with government approval procedures, public-facility construction management, customs processes, and international trade facilitation standards.
5. Familiarity with smart-port and information-system development; investment attraction or operational experience is preferred.
6. Ability to use English as a working language; Portuguese is preferred.
7. Excellent government liaison and cross-departmental communication skills.

岗位职责

6. 负责项目投资控制、进度管理及质量管理。
7. 组织设计、采购及施工全过程管理。
8. 负责与国际组织及相关政府机构沟通协调。
任职要求
1. 土木工程、交通工程、建筑工程、公共管理等相关专业本科及以上学历。
2. 八年以上大型基础设施项目管理经验，具有OSBP或国际口岸项目经验；参与过“一带一路”物流园区建设者优先。
3. 具有边境口岸、机场、海关监管区或大型公共基础设施项目经验；具有干港建设经验者优先。
4. 熟悉政府审批流程、公共设施建设管理、海关业务流程及国际贸易便利化标准。
5. 熟悉智慧口岸及信息化建设；具有招商运营经验者优先。
6. 英语可作为工作语言，掌握葡萄牙语者优先。
7. 具备优秀的政府协调及跨部门沟通能力。
