Customs Compliance Specialist (US and EU)

About this task

Responsibilities:
1. Classification and compliance: Apply expert knowledge of HS codes for security products, US anti-dumping measures, and EU IOSS/EVFTA policies to ensure accurate, compliant customs declarations.
2. Documentation and origin: Independently obtain certificates such as CO and FORM E, establish compliance records, and mitigate trade barrier risks.
3. Exception handling: Lead the end-to-end import and export customs clearance process and promptly resolve cargo holds, inspections, tax disputes, and other unexpected issues.
4. Cost optimization: Calculate taxes and duties for different shipping models, recommend the most suitable approach, and continuously reduce customs duty expenditure.
5. Cross-functional coordination: Work with supply chain and business teams to ensure efficient cargo movement and compliant business execution.

Requirements:
1. Associate degree or above in international trade, customs declaration and international freight, logistics management, supply chain, or a related field.
2. Three to five years of dedicated cross-border import/export customs experience. Expert knowledge of both US and EU customs clearance rules and tariff policies, with practical experience in customs classification for security products under HS 8531, tariff planning, and origin compliance. Experience supporting cross-border overseas warehouses is preferred.
3. Relevant professional qualifications, such as customs declarant or documentation specialist certificates, are preferred.
4. Proficient business English, with the ability to independently read overseas customs policy updates, tariff documents, and compliance provisions; handle English customs clearance documentation; and communicate with overseas customs clearance agents.
5. Must hold a US visa or US permanent resident card.

1. 归类与合规：精通安防类HS编码，熟悉美国反倾销及欧盟IOSS/EVFTA政策，确保申报准确合规。
2. 单证与原产地：独立办理CO、FORM E等证书，搭建合规台账，规避贸易壁垒风险。
3. 异常处理：主导进出口报关全流程，快速解决扣关、查验及税务争议等突发问题。
4. 成本优化：测算不同出货模式的税费成本，输出最适合的方案，持续降低关税支出。
5. 跨部协同：联动供应链与业务团队，保障货物高效流转与业务合规落地。

任职要求：
1. 大专及以上学历，国际贸易、报关与国际货运、物流管理、供应链相关专业。
2. 具有3–5年跨境进出口专职关务经验，精通美国、欧盟双线清关规则与关税政策；具备安防品类（HS8531）报关归类、关税筹划、原产地合规实操经验；有跨境海外仓配套关务工作经验者优先。
3. 持有报关员证、单证员证等相关从业资质者优先。
4. 商务英语熟练，可独立阅读海外海关新政、关税文件、合规条款，熟练处理英文清关资料并对接海外清关代理。
5. 须具备美签或美国永居卡。
