Construction Project Manager (Kazakhstan Project)

About this task

Position highlights:
Central Asia headquarters hub project; end-to-end overseas project delivery; preference for candidates holding a First-Class Constructor qualification; overseas assignment allowance.

Responsibilities:
1. Take overall responsibility for end-to-end delivery of the Central Asia hub project, coordinating schedule, quality, safety, and cost objectives.
2. Liaise with the project owner, construction supervision consultants, local government, and subcontractors, handling external commercial matters and on-site coordination.
3. Coordinate planning and design, cost and contract management, and on-site construction; handle technical changes and formal records of additional work or site changes.
4. Manage the team, implement safe production practices, and regularly submit project reports to the International Engineering Department.
5. Participate in work measurement, settlement, collection of payments, and final handover; organize document archiving and project closeout reviews.

Requirements:
1. Bachelor's degree or above in civil engineering, engineering management, or a related field. A First-Class Constructor qualification is preferred.
2. Familiarity with international construction management models and overseas project delivery processes, with experience managing a complete project lifecycle.
3. Ability to conduct external business communication in English and willingness to undertake overseas business travel and assignments.
4. Strong overall planning, risk identification, communication, coordination, resilience, and team management abilities.

岗位职责：
1. 全面负责中亚枢纽项目全过程履约管理，统筹进度、质量、安全、成本目标。
2. 对接业主、监理、当地政府、分包单位，处理对外商务和现场协调。
3. 统筹规划设计、成本合约、现场施工各条线，处理技术变更和工程签证。
4. 负责团队管理，落实安全生产，定期向国际工程部报送项目报告。
5. 参与计量、结算、回款及竣工移交，组织资料归档和收尾复盘。

任职要求：
1. 本科及以上学历，土木工程、工程管理等相关专业，持一级建造师者优先。
2. 熟悉国际工程建设管理模式和海外项目履约流程，有完整项目全周期管理经验。
3. 英语可开展对外业务沟通，能接受海外出差、驻外工作。
4. 统筹策划、风险识别、沟通协调能力强，抗压能力强，有团队管理能力。
