Procurement Manager

About this task

Responsibilities:
1. Procurement planning: Develop and track procurement plans based on sales forecasts, project plans, inventory levels and production plans.
2. Local supplier management: Develop and qualify suppliers, evaluate performance, manage supplier tiers and optimize the supplier base through supplier removal where appropriate.
3. Cost control: Conduct quotation comparisons and negotiations, tender-based procurement, annual price negotiations, cost analysis and cost-reduction projects.
4. Delivery management: Follow up delivery schedules, provide early warnings of exceptions, control material shortage risks and coordinate safety stock management.
5. Quality coordination: Drive the resolution of incoming-material quality issues, supplier corrective actions, claims follow-up and quality improvements.
6. Contracts and compliance: Review procurement contracts, execute orders, manage process approvals, maintain supplier records and support audits.
7. Project procurement: Manage material sourcing decisions for new projects, sample procurement, trial production support and the transition to mass production.
8. Team management: Allocate responsibilities within the local team, evaluate performance, develop capabilities and establish cross-functional coordination mechanisms.

Requirements:
1. A bachelor's degree or above; majors in supply chain management, logistics management, business administration, mechanical engineering, materials, polymer materials, chemical engineering or related fields are preferred.
2. At least eight years of manufacturing procurement experience and three years of procurement team management experience. Experience in automotive components, injection molding, painting or exterior components is preferred.
3. Familiarity with procurement management processes, supplier management systems, contract management, cost control methods and supply chain operations in automotive manufacturing companies.
4. Strong commercial negotiation, data analysis, risk identification and cross-functional coordination skills; proficiency with ERP systems and Microsoft Office.
5. A strong sense of responsibility, integrity, cost awareness, results orientation and team management capability, with the ability to deliver results under pressure.
6. Familiarity with IATF16949 requirements, automotive supplier management requirements and ethical procurement practices is preferred.
7. Ability to use English as a working language is required; French proficiency is preferred.

任职要求：
1. 本科及以上学历，供应链管理、物流管理、工商管理、机械、材料、高分子材料、化工等相关专业优先。
2. 8年以上制造业采购工作经验，3年以上采购团队管理经验；有汽车零部件、注塑、喷涂或外饰件行业经验者优先。
3. 熟悉采购管理流程、供应商管理体系、合同管理、成本控制方法及汽车制造类企业供应链运作模式。
4. 具备较强的商务谈判能力、数据分析能力、风险识别能力和跨部门协调能力；熟练使用ERP系统及Office办公软件。
5. 责任心强，具备较强的原则性、成本意识、结果导向意识及团队管理能力，能在压力下推动目标达成。
6. 了解IATF16949相关要求、汽车行业供应商管理要求及廉洁采购规范者优先。
7. 至少英语能作为工作语言，有法语能力者优先。
