Senior CAPEX Manager

About this task

Responsibilities:
1. Capital expenditure planning and management: Lead the preparation, review and execution monitoring of annual and medium- to long-term CAPEX budgets, ensuring alignment with company strategy. Coordinate the initiation, feasibility analysis, including ROI calculations, and approval of major investment projects involving equipment procurement, production line construction and factory renovation.
2. End-to-end project control: Manage the full CAPEX project lifecycle, from requirements gathering, supplier bidding and contract negotiation to installation, commissioning, acceptance and handover. Establish project schedules, cost-control targets and quality acceptance criteria to ensure delivery on time, within budget and to the required quality standards.
3. Cross-functional coordination and resource integration: Work closely with production, quality, engineering, finance and legal teams to coordinate resources and resolve technical, compliance and supply chain issues during project execution. Manage external suppliers and contractors, establish and maintain a qualified supplier database, and optimize procurement costs and delivery efficiency.
4. Team development and process improvement: Build and manage the CAPEX project team, define responsibilities, establish performance assessment standards and develop the team's professional capabilities. Continuously improve CAPEX processes, including project approvals, change management and capitalization of completed assets, and promote standardization and the use of digital tools.
5. Risk control and compliance: Identify technical, financial and legal risks and develop response plans to safeguard investments. Ensure all CAPEX activities comply with internal controls and applicable national regulations, including environmental, safety and tax requirements.

Requirements:
- Bachelor's degree or above; majors in engineering management, mechanical engineering, automation, finance or related fields are preferred.
- English proficiency sufficient for use as a working language, including fluent written reporting, business negotiations and communication with multinational companies; CET-6 or equivalent proficiency or above.
- At least eight years of manufacturing CAPEX project management experience, including at least three years of team management experience. Experience in precision manufacturing, electronics, acoustics or automation equipment is preferred.
- Familiarity with CAPEX budgeting, investment return analysis such as ROI and NPV, and fixed asset management processes.
- Familiarity with equipment procurement tendering, contract management and supplier evaluation systems.
- PMP, PRINCE2 or similar project management certification is preferred.
- Excellent cross-functional communication and negotiation skills, with the ability to drive collaboration among multiple parties.
- Strong data analysis and decision-making skills, balancing technical requirements, costs and schedules.
- Ability to anticipate risks, respond to emergencies and work effectively under pressure.

主导公司年度及中长期Capex（资本性支出）预算的编制、审核与执行监控，确保投资与公司战略一致。
统筹设备采购、产线建设、厂房改造等重大投资项目的立项、可行性分析（含ROI测算）及审批流程。
2、项目全流程管控
负责Capex项目从需求调研、供应商招标、合同谈判、安装调试到验收交付的全生命周期管理。
制定项目时间表、成本控制目标及质量验收标准，确保项目按期、按质、按预算完成。
3、跨部门协调与资源整合
与生产、品质、工程、财务、法务等部门紧密协作，协调资源解决项目执行中的技术、合规及供应链问题。
管理外部供应商及承包商，建立并维护合格供应商库，优化采购成本与交付效率。
4、团队建设与流程优化
组建并管理Capex项目团队，明确岗位分工，制定绩效考核标准，提升团队专业能力。
持续优化Capex管理流程（如立项审批、变更管理、资产转固），推动标准化与数字化工具的应用。
5、风险控制与合规
识别项目中的技术、财务及法律风险，制定应对预案，确保投资安全。
确保所有Capex活动符合公司内控要求及国家相关法规（如环保、安全、税务）。

任职资格：
- 本科及以上学历，工程管理、机械、自动化、财务或相关专业优先。
- 英语可作为工作语言，需流利进行书面报告、商务谈判及跨国外企沟通，CET-6或同等水平以上。
- 8年以上制造业Capex项目管理经验，其中至少3年团队管理经验；有精密制造、电子、声学或自动化设备行业背景者优先。
- 熟悉资本支出预算编制、投资回报分析（ROI/NPV）及固定资产管理流程。
- 熟悉设备采购招标流程、合同管理及供应商评估体系。
- 具备PMP、Prince2等项目管理认证者优先。
- 优秀的跨部门沟通与谈判能力，能有效推动多方协作。
- 较强的数据分析与决策能力，能平衡技术、成本与进度。
- 具备风险预判与应急处理能力，抗压性强。
