About this task
Responsibilities:
1. Project lifecycle management: Distinguish between new warehouse, expansion, relocation, and management transfer projects, and apply the appropriate approval processes and resource allocation standards. Lead project initiation, investment approval, commercial contract signing, implementation of key terms, and preliminary compliance checks. Issue project charters, establish cross-functional core teams, break down major milestones, and manage schedules, risks, and costs throughout the project lifecycle. Regularly communicate progress, identify bottlenecks and risks, produce weekly reports and review reports, and drive issues to closure.
2. Supply chain processes and design: Design the end-to-end order-to-cash business blueprint for overseas warehouses and organize requirements reviews with customers, business teams, and operations. Run simulations covering orders, picking, outbound shipments, settlement, and exception handling; develop standardized training and assess all personnel. Establish warehouse operating policies covering receiving, shipping, inventory, 8S workplace management, temperature and humidity monitoring, and safety. Produce SOPs, training videos, and visual safety-prohibition boards so site managers can independently guide operations.
3. Organizational planning and staffing: Develop warehouse organizational structures and staffing budgets based on business volume, and coordinate local recruitment for key positions and headquarters support staffing. Establish coordination mechanisms with outsourced transportation, customs, and customer service providers, defining contacts and response-time SLAs. Implement site visual identity standards, access control, surveillance, security patrols, and tiered emergency plans, and complete security system acceptance.
4. Site selection, construction, and facilities: Conduct warehouse site assessments, review property rights, fire-safety approvals, and local compliance documentation, and follow up on legal review and lease execution. Coordinate warehouse equipment procurement and installation, mechanical and electrical works, fire protection construction, and phased acceptance to ensure on-time delivery. Coordinate local networks, base stations, information access points, server expansion, stress testing, and IT infrastructure acceptance.
5. Systems and data: Track customization of overseas WMS, SAP, and ERP systems; coordinate unit testing and user acceptance testing, and drive system deployment. Organize, validate, and initialize material, customer, and bin-location master data to avoid major data errors at launch.
6. Major incidents and systemic improvements: Establish tiered emergency responses and early-warning indicators for warehouse network outages, order surges, cargo damage, and customs holds. Develop inventory discrepancy classification trees and root-cause analysis templates, review historical cases, and standardize investigation methods to improve systems and processes and reduce discrepancy rates. Build a major-incident knowledge base documenting symptoms, root causes, solutions, and preventive measures, and develop reusable SOPs to prevent recurrence.
Requirements:
1. Fluent spoken and written English and Chinese, sufficient for use as working languages.
2. More than eight years of project management experience in 3C electronics manufacturing, with practical and management experience in supply chain, warehousing, and logistics. Familiarity with warehouse and logistics systems, solution design, and on-site operations management.
3. Strong communication, coordination, execution, innovative thinking, and independent judgment; ability to work under pressure, take on challenges, and drive multiple workstreams in parallel.
4. Experience in railway, shipbuilding, aviation, aerospace manufacturing, or automotive components is an advantage.
