Director - Technical Services - Commercial Office

About this task

Lead the technical services discipline for a commercial office development portfolio, translating the design vision into deliverable, investment-grade office assets from concept and masterplan integration through design development, authority approvals, and construction-ready documentation. Manage international architecture and multidisciplinary engineering consultants.

Responsibilities:
- Lead the technical services team covering civil and structural engineering, MEP, and facades.
- Provide specialist input for design competitions, consultant selection, and novation of architectural firms and lead design consultants for office assets and mixed-use commercial parcels.
- Support design managers through concept, schematic, detailed design, and construction documentation stages while preserving design intent.
- Coordinate with masterplanning, infrastructure, landscape, and sustainability teams.
- Support management of design consultant performance against scope, programme, and fees, including design review boards and technical workshops.
- Develop consultant performance KPIs across design phases and share results with the central procurement function.
- Ensure compliance with the Saudi Building Code, Mostadam/LEED sustainability targets, civil defense requirements, and applicable design, technical, smart, and sustainability guidelines.
- Lead specialist value engineering without compromising design quality or investment value.
- Present design proposals and progress to executive leadership, investment committees, and government stakeholders.
- Mentor and expand the in-house technical services function as the development pipeline grows.

Requirements:
- Bachelor's degree in Engineering, Architecture, Construction Management, Project Management, or a relevant field.
- A master's degree is advantageous.
- Professional registration in the relevant discipline, such as Chartered Engineer, is advantageous.
- Project Management Professional (PMP) registration is advantageous.
- 12–18+ years of design management experience.
